EPASS SCHOLARSHIPS APPLICATION RE-REGISTRATION 2011-12: I HAVE NOT REGISTERED MY SCHOLARSHIP APPLICATION ONLINE IN EPASS WEBSITE FOR THE ACADEMIC YEAR 2011-12.WHAT CAN I DO NOW ?

EPASS SCHOLARSHIP APPLICATION REGISTRATION 2011-12:-
    Astudent can register his scholarship application online in epass website http://epass.cgg.gov.in  within the time frame fixed by the government.Then only that application will be verified and if it found eligible ,the student can be provided with both REIMBURSEMENT OF TUITION FEE(RTF) & MAINTENANCE CHARGES(MTF) as per the rates fixed by Govt.
    For the academic year 2011-12,the government of ANDHRA PRADESH has extended the last date of registration of scholarship applications SIX TIMES generously upto JANUARY 15,2012 almost 8 months. In these 8 months, if any student can spare his time fir about 5-10 minutes,he should have registered his scholarship application online and avail the benifit of scholarship.
    Ofcourse, if any student can not registered his application online for scholarship intime and he wants to file his application again...,he should follow the procedure process as under.
THE PROCESS INVOLVED IN RE-REGISTERING APPLICATION:
1)He should submit a representation to DEPUTY DIRECTOR,SOCIAL WELFARE of the district specifying the reasons for not applying for scholarship and requesting for re-register the application along with necessary documents like income,caste,bonafide etc.
2)The DEPUTY DIRECTOR,SOCIAL WELFARE of the district, being a nodal officer for scholarships at district level,should thoroughly verify the application at field level and satisfied with the genuinity ,he will forward the application to the COMMISSIONER, SOCIAL WELFARE,HYDERABAD requesting for suitable permission.
3)Inturn, the COMMISSIONER, SOCIAL WELFARE,HYDERABAD,being a nodal officer at state level, may forward this application to the government for further action or may directly parmit DEPUTY DIRECTOR,PMU ,HYD to re- register the application online.Or that application may be rejected by COMMISSIONER, SOCIAL WELFARE.
4)The application,which is forwarded to govt by  COMMISSIONER, SOCIAL WELFARE,will be reached to the perusal of PRINCIPAL SECRETARY, SOCIAL WELFARE . Being a NODAL OFFICER FOR SCHOLARSHIPS OF ENEVELST ALL TIRE STATE AL,the PRINCIPAL SECRETARY, SOCIAL WELFARE can reject the application or parmit the DEPUTY DIRECTOR,PMU ,HYD to re-register the application for 2011-12.
5)By the orders of the PRINCIPAL SECRETARY, SOCIAL WELFARE or the COMMISSIONER, SOCIAL WELFARE, the DEPUTY DIRECTOR,PMU ,HYD shall re-register that application online and send it for verification and sanction.
                                      
                  If the student who can not filled his application online, felt that the above process is lengthy & time taking,he may directly approach and submit his request to the COMMISSIONER, SOCIAL WELFARE or the PRINCIPAL SECRETARY, SOCIAL WELFARE and got appropriate permission for re-register his application

ORDER:
       Government of Andhra Pradesh is sanctioning Post Matric Scholarships
 benefiting every year to about 25.00 lakh Scheduled Castes (SC),Scheduled
Tribes (ST), Backward Class (BC), Economically Backward Class (EBC),
 Minorities and Physically Challenged students in the State. To ensure proper
 distribution of the scholarships, Government have issued comprehensive
guidelines in the reference first read above and the scholarships are being
sanctioned and disbursed as per the guidelines only.
2     To ensure timely sanction and disbursement of Post Matric Scholarships,
in the G.O. fourth read above, Government introduced the Online System for
sanction of Post Matric Scholarships to SC, ST, BC, EBC, Minorities and
Physically Challenged students during 2008-09, entrusting the responsibility of
online sanction of PMS to Centre for Good Governance (CGG) through e-Pass
(Electronic Payment and Application System of Scholarships) developed by
them.
3     Government vide G.O.6 read above, have constituted a Committee of
Group of Ministers to suggest guidelines to be followed for reimbursement of
fees to the colleges and payment of scholarships to the students for delivering
the scheme in a more effective manner to the highest satisfaction of the
eligible students.
4     Government after careful examination of the recommendations of the
Group of Ministers, hereby issue the following orders in partial modification of
the G.O’s first and second read above:
I. ADMINISTRATION OF SCHOLARSHIPS:
       i) Scholarships on Saturation basis: The Post Matric Scholarship
       Scheme (PMS) shall be available to all eligible students on a
      “Saturation Basis” among the SC/ST/BC/EBC/Minority/Physically
       Challenged communities to pursue higher studies. The scheme
       applies to all universities & its affiliated colleges whose admission
       process is regulated/administered by the State Government.
       Under the Saturation basis all eligible students whose family
       income is less than Rupees One Lakh per annum shall be covered
       under the PMS scheme.

ii) Scheme of Post Matric Scholarships: The Scheme of Post
Matric Scholarship shall include Reimbursement of Tuition fee
(RTF) payable to colleges and Maintenance charges payable to the
Students (MTF). Tuition fee shall include all fees which are nonrefundable
as fixed by the university or authority constituted for
the purpose by the State Government. Maintenance fees (MTF)
shall be paid as per the course wise prescribed rates.

iii) Eligibility for Convener Quota seats:- All students admitted by
the Convenor as notified by the Government, under the Quota
meant for the Convenor, shall be eligible for the PMS scheme.
However, Students admitted under management quota or through
spot admissions i.e., left over seats of the Convenor quota filled by
managements subsequently, will not be eligible for the PMS
Scheme. In respect of Medical Colleges, the PMS scheme will also
be applicable to the “B” category only in respect of SC and ST
students.

iv) Self Financed Course: With respect to self financed courses for which the fee is fixed by the Admission and Fee Regulatory Committee (AFRC), the restriction of Rs. 20,000/- per annum is removed and full fee will be reimbursed from the academic year 2009-10. In all other cases not covered by the AFRC, the provisions under reference 2nd cited shall continue to apply
.
v) Display of Course Fees: All colleges are mandated to display the
course-wise fees that is reimbursed by the Government on the
College notice board or the college website. These fee particulars
must be made available necessarily at the time of admissions to
enable the students to be aware of the fee structure. These
measures will enable clarifying a large number of apprehensions
in the student and college community.

vi) Rationalization of Field Officers: All the Welfare Departments
shall streamline and rationalize the jurisdiction of the field level
officers to facilitate the students and colleges for expeditious
services.

vii) Income Declaration & Income Certificate: The Revenue
department shall issue detailed guidelines for the issue of Income
Declaration by suitably incorporating the recommendation of the
Group of Ministers constituted vide G.O sixth read above. The
Revenue department shall be accordingly issued suitable directions
in the grant of Income certificate to students.

viii) Attendance: In respect of Attendance, the existing instruction
issued vide G.O Ist cited will continue to hold good i.e., 75%
attendance or as prescribed by the University under its
regulations, is compulsory for availing the PMS scheme.

ix) Renewals for all Promoted students: Post Matric Scholarships
shall be renewed in respect of all students promoted to the next
academic year. In accordance with the Regulations of the
University/Institution, if a student is promoted to the next higher
class even though he/she may not have actually passed in all
subjects in the lower class and is required to take examination of
the junior class again after sometime, he/she will still be entitled
to scholarship for the class to which he/she is promoted if the
student is otherwise eligible for Post Matric scholarship. The total
period of sanction of scholarship however shall not exceed the
standard duration of the course.

x) Redesigning of Application forms: The online Application form
shall be suitably redesigned to make it user friendly.

II. SCHOLARSHIP PROCEDURE:

     (i) E-Pass online System: The administration of PMS shall be
online. The Online process on the e-Pass website includes
Registration of colleges, filing of applications by students, scanning
and submission of documents of the student applications by the
colleges, verification and sanction of scholarships by the
department and submission of bills online to the treasury for
making disbursement through the online banking system.

    (ii) College Registration: All colleges affiliated to regular universities
shall register on the e-Pass website and furnish details of the
courses offered, recognition status for the courses, bank account
details, college attached hostel details, if any, to enable the
correct filing of applications and claims by the Students and the
College Managements,

   (iii) Online application by students: To avail the PMS Scheme, each
eligible student shall apply online on the e-Pass website with all
relevant particulars such as income certificate, caste certificate,
Photograph, Copy of the first page of the savings bank account for
remittance of the MTF, marks of the qualifying examinations such
as SSC, Intermediate etc as the case may be, copy of the ration
card/ election photo identity card or any other proof of identity as
may be required by the welfare officers concerned.

  (iv) Certificates submission by the college: All Colleges who have
registered on the e-Pass website after receiving the online
applications (fresh and renewals) from students, shall submit the
scanned copies of the income certificate, caste certificate,
photograph and copy of the first page of the savings bank
passbook.

  (v) Registration of Renewals: All students who wish to renew their
scholarship under PMS shall also register on the e-Pass website to
enable the Welfare departments to process the claims.

  (vi) Unique ID for Scholarship holders: Each Post Matric
scholarship holder shall be allotted a Unique Id which shall remain
throughout the currency of his educational career for the purpose
of seeking scholarships. A candidate shall always quote this unique
ID for future correspondence with the Government.

  (vii) Disbursal of RTF & MTF to be online: The disbursal of RTF to
colleges and MTF to students shall be done through the online
banking.

       a) All colleges and Students shall have a bank account.
Students and Colleges shall furnish their bank accounts at
the time of registration along with the photo copy of the
first page of the bank account.

       b) The disbursal of tuition fee (RTF) shall be made in two
installments to the college concerned.

      c) The disbursal of maintenance charges (MTF) shall be made
in four installments to the student’s bank account.

     d) Any changes in the Bank Account number can be done only
by the authorized representative of the college or by the
student concerned as the case may be.

  (viii) The IT Network of the welfare departments to be
strengthened: The infrastructure for connectivity of the welfare
department offices and the field staff shall be well connected
through the IT network being operated by the CGG. The network
shall take adequate security measures to ensure that the
operations take place in a secure environment.

   (ix) Adequate service level arrangements for IT: - As the
administration of Post-Matric Scholarships is extensive and
voluminous, a robust IT backbone with adequate service level
agreements will ensure a seamless delivery of services to
institutions, departments and students.

   (x) Security features in e-Pass to be strengthened to avoid
double sanctions, erroneous and fictitious claims.

   (xi) Comprehensive MIS System: The e-Pass online portal shall
develop a comprehensive MIS portal for the benefit of the Welfare
Departments, College Managements, and Students to enable realtime
access of information regarding the status of scholarships.

   (xii) Project Monitoring Unit: The Project Monitoring Unit (PMU) shall
update the fee & course masters, monitor the fee structure, and
address technical issues in the e-Pass for all Welfare Departments.
The PMU will function under the administrative control of
Commissioner of Tribal Welfare. As a permanent measure three
posts of the rank of Deputy Directors will be sanctioned exclusively
to assist the Tribal Welfare PMU by the SC, ST & BC Welfare
departments respectively to assist the PMU in the discharge of its
functions.

   (xiii) Minority Welfare Department to validate data: The Minority
Welfare department which administers scholarships through a
separate network shall develop suitable cross checks through web
service with the e-Pass server, to validate scholarship applications
so as to avoid duplicate and fictitious claims.

5. The Commissioner of Social Welfare/Commissioner of Tribal
Welfare/Director of B.C.Welfare/Director of Welfare of Disabled and Senior
Citizens / VC&MD, Minorities Welfare are directed to take action accordingly.

6. This order is issued with the concurrence of Finance Department, vide
their U.O.No.9256/Spl.CS Finance/2010 dated 08-09-2010.

                        The young and progressive chief minister  of Andhra Pradesh sri Nallari Kiran Kumar Reddy  has released a press note on 02-08-2011 about the flagship programme "EPASS ONLINE POST-MATRIC SCHOLARSHIPS OF GOVT OF AP' . Please read  it as follows.

                               -HYDERABAD: Nowhere in the country, no State for that matter provides full tuition fee reimbursement for these many students for these many courses as Andhra Pradesh. The State is learnt to have broken all records in this matter and now stands first in providing Post Matric Scholarships (PMS) to the highest number of almost 26 lakh students. Andhra Pradesh is also the first State to upload the entire PMS scheme online and make payments direct to the students' bank accounts after due verification. This avoids all kinds of duplication, foul play and fake claims. The Chief Minister Mr Kiran Kumar after assuming charge as Chief Minister of the State, cleared all backlog arrears of Post Matric scholarships of 2009-10 and 2010-11 academic years and has now directed the officials to chalk out an action plan to release the 2011-12 Post Matric scholarships also on time. He said funds, if need be, will be generated specially towards the scheme but the State Government will fulfill the commitments given to the students and parents towards the PMS. The State Government now requires Rs.3805 crores only for 2011-12 towards the PMS after clearing all the backlog arrears. The Chief Minister said that Education and Health are the priority schemes of the State Government. "I do understand that providing Post Matric Scholarships to 26 lakh students from Intermediate to all Professional Courses including Engineering is a gigantic task but then it is our commitment and we stand by it. Education and Health are the basic priority of the State Government. The State Government provides Post Matric Scholarships for 1600 unique courses in 10,934 colleges for 26 lakh students. "We will not only provide the Post Matric Scholarships to all the eligible students of SC/ST/BC/EBC/Disabled/Minorities on a saturation basis but also decided to increase the income limit of the SC/ST parents from this academic year", he said. Meanwhile Officials informed the Chief Minister that all the backlog payments towards the Reimbursement of Tuition Fee and Maintenance Charges (RTF and MTF) for 2009-10 and 2010-11 are fully cleared and the last instalment of Rs.480 crs will be paid in a month. The Chief Minister directed the Social Welfare Department officials who are dealing with the PMS that while weeding out duplication and fake claims for scholarships, they should ensure that not a single eligible student is deprived of the benefit. The officials assured that Chief Minister that the online system is being made fool-proof and the payment towards the PMS will be credited direct to the bank account of the student and he can withdraw it with his ATM card. The Chief Minister directed the officials to clarify if there is still any confusion regarding the Reimbursement of Tuition Fees to the students who are now taking admissions through counseling. He said the Colleges, under no circumstances, should be allowed to collect tuitions fees from the students eligible for the Reimbursement. He said that there should not be any ambiguity in this regard and asked the officials to make it clear to the Colleges and at the Counseling Centres in this regard. The Chief Minister said stern action should be taken against the colleges asking the eligible students to first pay the tuition fees pending adjustment. He said this should not be allowed. The State Government launched the scheme on a saturation mode for SC/ST students from from the beginning, BC and Minorities from 2008-09 and Economically Backward Class students from 2009-10. The income ceiling is Rs.1 lakh and administered fully online since 2010-11 (http://epasswebsite.cgg.gov.in) by the Social Welfare and Minority Welfare Departments. Hereafter the payment of RTF will be made in two instalments and MTF in four instalments after proper verification. The Group of Ministers constituted to study the PMS has recommended age restrictions to 30 years for other categories of students and 34 years for SC/ST students as on July1 of the year. The GoM also recommended grading of colleges, vigilance committee to be constituted for surprise checks and reorganisation of para medical courses etc. The PMS are paid for courses like B.Tech, Degree (General), MBA, MCA, Intermediate, B.Pharm, Polytechnic, Post Graduate courses, Nursing, B.Ed etc. The Chief Minister also decided to increase the income limit of SC and ST parents from Rs.1 lakh to Rs.2 lakh per annum and also hiked the maintenance fee (MTF) of these categories of students in all courses. Following the enhanced income ceiling of the parents, Class IV employee having income of Rs.16,700 per month shall become eligible for MTF and 2,19,694 Class IV employees from the SC, ST Communities in Government and Public sector will be benefitted by this. It was also decided to streamline issuing of income and caste certificates by Revenue department. Counseling of Engineering courses are also to be streamlined and made online and absolutely transparent. The future plans include that each college has to furnish the nominal rolls/admission register to the regulating authority and it will be the key document for verification of students in the college and admission registers and nominal rolls for all colleges across the State to be online to make it transparent, accountable and responsible. The registration and renewal of colleges and college hostels, courses and sections etc. to be made online at the earliest. To avoid confusion of all scholarship applications of Muslim students, it will be hereafter filled on one portal only and can be processed independently by the Minority Welfare department. The Chief Minister also agreed to the proposal to create a Directorate of Scholarships to administer the scholarships and officers from different departments will be posted for addressing the departmental issues which will be administered fully online and redressal of grievances will be done through customer care.

      WHAT IS EPASS:
                 EPASS is a flagship programme of Government of ANDHRA PRADESH pertaining to online post-matric scholarships.EPASS in fulll length is ELECTRONIC PAYMENT AND APPLICATION SYSTEM OF SCHOLARSHIPS.EPASS scholarships scheme is the most successful online scholarships programme in ANDHRA PRADESH.
EPASS ON SATURATION MODE:
                Under this scheme the Govt of AP IS giving post-matric scholaships to all eligible students who are pursuing post-matric courses from ITI to PH.D on saturation basis  to all elgible SC, ST,BC,ESC,PHYSICALLY challenged and minority students with in the stipulated income ceiling.
                For claiming EPASS Scholarships in ANDHRA PRADESH , all students are eligible irrespective of caste.Income is only cretevia for claimng scholarships.the maximum income limit is 2lakhs per year for sc&st students and 1 lakh for others.
EPASS- RTF & MTF:
                The EPASS Scholarships scheme has two components one is RTF & the other is MTF.
     RTF : Reimbersement of tuition Fee--All non-refundable fee is payable to collegs on behalf of students.
     MTF : Maintenance charges-- the maintenance amount is payable to students for daily expenses.
                             The Govt of Andhra pradesh recognized this scheme as an important welfare measure to enable the students to have access to education including professional courses like engineering, medicine, pharmacy, dental science, management of computer courses, etc. Hence the Government of Andhra Pradesh has incurring expenditure roughly about Rs.4500 cr per year under this scheme covering 26 to 30 lakhs students every year  treating it as a major welfare measure.

KNOW YOUR SCHOLARSHIP APPLICATION STATUS:I HAVE APPLIED ONLINE FOR BOTH TUITION FEE REIMBURSEMENT(RTF) &MAINTENANCE CHARGES(MTF) . HOW CAN I KNOW MY APPLICATION STATUS ?

EPASS SCHOLARSHIP APPLICATION STATUS:-
        If a student pursuing postmatric courses applid online for claiming scholarship( BOTH TUITION FEE REIMBURSEMENT(RTF) &MAINTENANCE CHARGES(MTF) ), at any point of time he knows his application status.
    To know his application status,the student may Pleasse visit the epass website at http://epasswebsite.cgg.gov.in/ and click on the scholarship status button given in the middle of the web page.The follwing is displayed.

                      . Upon furnish the details the student will get a detailed statement showing the different transactions on his application.
        By that statement of his application status,the student may know the details of......
1.whether scholarship amount (both RTF & MTF) released or not
2.If not released where was the application pending
3.if released,how much of RTF& MTF released and how much is pending
4.when was the released amount adjusted into the concerned accounts
5.if rejected,by what reason his application was rejected

SSC DETAILS MISMATCHED:I am a B.TECH/MBA/MCA/MBBS/BDS,POLYTECHNIC/B.Ed fresh or first year student and applied for scholarship online.but my application is not displaying in college login for verification due to the 'SSC DETAILS NOT MATCHED".What can i do now ?

SSC DETAILS NOT MATCHED-EPASS APPLICATION NOT VISIBLE-SOLUTION:-
   
                       This problem happened only in first year of all CET(Common entrance test) courses likeB.TECH/MBA/MCA/MBBS/BDS/POLYTECHNIC/B.Ed/B.PHARMACY/M.TECH/M.PHARMACY .If the SSC details furnished by the student for the admission into CET courses is not matched to the ssc details furnished by the same student for claiming EPASS/AP SCHOLARSHIPS,then this problem encountered.IN these cases the application status shows as"processing at college",but those applictions are not visible in college login for verification due to the MISMATCH OF THE  SSC DETAILS.

                                If the student encounters this problem,he may approach his college principal or concerned district welfare officer along with his SSC MARKS MEMO. EDIT FACILITY OF SSC DETAILS WAS PROVIDED TO college principal ,to concerned district welfare officer & to PMU. AS AND WHEN THE college principal or the concerned district welfare officer or PMU edit & correct the SSC details as per the SSC marks memo, the application will be visible in college login for verification.

My EPASS scholarship application was wrongly rejected. What can i do now?

EPASS SCHOLARSHIPS/AP SCHOLARSHIPS -REASONS FOR REJECTION OF A SCHOLARSHIP APPLICATION FORM:
    When a student filed his/her application online for claiming both reimbursement of tuition fee(RTF) & maintenance fee(MTF),his application will be verified & scruitinized at three levels,ie, 1)verified by the college principal 2)by the verification officer attached to the college and 3)finally by the concerned district welfare officer of the district.
 If the scholarship application will be verified & found to be correct in all the above three levels,then only that application will be gone for sanction.
   In all the three levels the application will be rejected by any one of them with the following reasons.
Reasons for Rejection :
  • If not the bonafide student .
  • Incorrect caste, Income .
  • Non submission of caste, Income certificates .
  • Incorrect course & year of study .
  • Non submission of hard copy of application .
  • If the student is not physically present .
  • Student admitted under management quota .
  • Incorrect course & year of study .
  • Non submission of enclosures .
  • Discontinued/Detained students in case of renewals .
  • Claiming scholarship for same level courses .
  • Previous sanction verification for renewal .
  • Non receiving of hard copy for Fresh .
  • Non receiving of renewal proposal .
  • Claiming scholarship for same level courses .
  • Not recommended by Field Officer .
  •           If a student found his application rejected wrongly,he may approach the  concerned district welfare officer of the district for rectification and revival of his application. Even though the problem is not solved,the student can contact PROJECT MONITORING UNIT(PMU) officials in hyderabad personally or over phone.the problem must be solved by PMU.
